Tuesday 3 November 2026 {HMC} The Ministry of Foreign Affairs and International Cooperation of the Federal Republic of Somalia condemns in the strongest terms Israel’s purported accreditation of an ambassador in Hargeisa and the laying of a cornerstone for a so-called embassy on Somali territory.
These actions, undertaken without the consent of the Federal Government of Somalia, constitute a flagrant violation of Somalia’s sovereignty, territorial integrity and unity. Somalia rejects them as null and void and without legal effect.
Hargeisa and the Somaliland region remain an integral and inseparable part of the Federal Republic of Somalia.
The establishment of diplomatic relations and permanent diplomatic missions requires the consent of the sovereign State, as provided for in the Vienna Convention on Diplomatic Relations. No unilateral act can circumvent that requirement or alter the status of Somali territory.
These measures compound Israel’s unlawful recognition of December 2025, already rejected by the African Union, IGAD, the League of Arab States and the Organisation of Islamic Cooperation. At a time of heightened insecurity in the Red Sea and the Gulf of Aden, actions that encourage fragmentation and disregard internationally recognised borders risk deepening tensions across an already fragile region.
Somalia demands that Israel immediately reverse these measures, and calls on all States and international organisations to reject them and refrain from any engagement that would confer legitimacy upon them.
The Federal Government reserves the right to pursue all appropriate diplomatic, political and legal measures under international law to defend the country’s sovereignty, unity and territorial integrity.
Somalia’s sovereignty and territorial integrity must be respected. The unity of the Somali nation is not negotiable.
