Wednesday, 16 Sep 2026 {HMC} Traditional elders, politicians and members of the Xawaadle community have concluded several days of meetings in Beledweyne to discuss the political situation and the formation of what they described as a third Hirshabelle administration.
The Xawaadle community called for the suspension of ongoing elections and political processes in Hiiraan, saying no political process should proceed without an agreement and the consent of the local community.
The statement, read to the media by former Banaadir Regional Administration Secretary Xiirey Axmed Rooble, said the community would not accept a political process in Hiiraan conducted without the participation of local residents.
The community also called for an inclusive process to establish a third Hirshabelle administration based on justice, representation and an agreed power-sharing arrangement.
The statement highlighted longstanding grievances in Hiiraan and urged stakeholders to address them seriously through political dialogue and consensus.
The Xawaadle community further called on the current Hirshabelle administration in Hiiraan to respect the decisions of traditional elders and prepare for a new, inclusive political process.
It warned that any unrest or violence resulting from elections conducted without consensus would be the responsibility of the electoral committee and its chairman, Cabdikariin Xasan.
The community said a sustainable Hirshabelle administration cannot be established while the grievances and aspirations of the people of Hiiraan are ignored.
The statement concluded by calling for peace, justice, consensus and a social agreement to serve as the foundation for the future of Hiiraan and Hirshabelle.
