Tuesday, 13, October 2026 {HMC} The Council of Ministers of the Federal Government of Somalia held an extraordinary meeting tonight to address the implementation of the Constitution, state-building, the strengthening of institutions, and the development of national administrative systems—all of which play a vital role in ensuring the accountability of various government bodies.
During the meeting, chaired by Prime Minister Hamza Abdi Barre, the Council approved the Resolution on Constitutional Implementation.
The Council also appointed a ministerial committee, led by the Minister of Justice and Constitutional Affairs,
tasked with accelerating the implementation of the Constitution.
Part of the committee’s mandate is to prepare—within a two-month timeframe—the regulation governing the structure of the government, as stipulated by the Constitution; this would mark the first time the country has had such a regulation since 1968, defining the size of the government and its responsibilities.
Prime Minister Hamza Abdi Barre, speaking at the meeting, stated that the Constitution is in effect and its implementation is proceeding through various stages; he noted that the government is working towards holding a federal-level “one-person, one-vote” election in the country next year, as stipulated by the Constitution.
