Friday 17 July 2026 {HMC} The Federal Government of Somalia’s Council of Ministers held its weekly session chaired by the Prime Minister, Hamza Abdi Barre, approving several measures related to national security communication, foreign policy, regional cooperation, public financial management and the appointment of senior government officials.
The breadth of the agenda reflected a government working on multiple fronts simultaneously, from strengthening the government’s communication with the public during emergencies to strengthening international partnerships and improving institutions that manage the public finances.
Taken together, these decisions paint a picture of an administration that is further strengthening its reform agenda in the areas of security, diplomacy and governance.
National Framework for Communication in Times of Crisis
The Council approved the Government Communication Procedure for Terrorism-Related Events, which was submitted by the Ministry of Information, Culture and Tourism.
This procedure establishes a national framework for coordinating and managing government communications during emergencies related to terrorism, defining the roles and responsibilities of government agencies in the management and dissemination of official information.
According to the Ministry, this framework is intended to provide the public with accurate, coordinated, verified and consistent information, strengthen cooperation between government agencies, and reduce conflicting official messages, while also helping to prevent the spread of misinformation, misinformation and unverified news during times of crisis.
The Minister of Information, Culture and Tourism, Abdifatah Qasim Mohamud, thanked the Council for approving this procedure and the government agencies that participated in its preparation.
In a country where most events following attacks are directly discussed on social media with conflicting reports, a single, verified government voice is intended to reduce the confusion caused by fear and misinformation.
