Khamiis 1-10-2024 {HMC} The National Consultative Council (NCC) meeting, which opened in Mogadishu on October 2, 2024, ended in a setback after efforts to bring Jubbaland President Ahmed Madobe back to the table failed.
Madobe withdrew from the meeting, citing the need for Puntland and Khatumo to participate in the discussions. He argued that without their inclusion, the credibility of nationwide elections would be compromised. Puntland President Said Abdullahi Deni has maintained a boycott of the NCC talks, further straining relations between Somalia’s Federal Government and its regional states.
Prime Minister Hamse Abdi Barre released a statement on Wednesday, emphasizing that discussions among the remaining leaders would continue, focusing on government building and cooperation between the regional and federal governments to ensure the country’s peace and development.
“The conference, where the national leaders focused on the general security situation of the country—especially how to speed up the fight to eradicate Khawarij groups, complete the democratization process, and implement previous NCC agreements—will continue with further discussions, resuming on October 26,” the statement said.
United Nations envoy James Swan urged President Madobe to rejoin the talks during a separate Kismayo meeting focused on state-building and security. Still, his efforts failed to restore the meeting.
This ninth NCC meeting, held since President Hassan Sheikh Mohamud’s re-election in 2022, aimed to address key national issues but was overshadowed by the absence of critical regional players.
